The White House Effect

Three decades ago, the world was poised to stop global warming. Using exclusively archival material, THE WHITE HOUSE EFFECT tells the dramatic origin story of the climate crisis and how a political battle in the George H.W. Bush administration changed the course of history. As the world prepares for the Rio Earth Summit in 1992, President George H.W. Bush Bush faces mounting pressure to make a decision that will change the course of history—culminating with the U.S. undermining a global agreement to set hard limits on emissions, setting the stage for the increasingly hot, dangerous, and polarized future we all now face.

Overview

The White House Effect presents the story of how climate change transformed from a scientific issue to a political crisis. It reveals how early promises of action were reshaped by political pressure and economic interests, and how those decisions set the stage for the climate challenges we now face. Instead of relying on simple takeaways, the film lets history unfold in real time and invites viewers to consider the significance of those choices both in their moment and in ours today.
